Shadow and specular interference

It happens with the combination of Unity 5.4.5 p 2 and ShaderForge 1.34
I would like to consult the problem of shadow.
When shadows and speculars are drawn simultaneously in one plane
The boundary of the shadow near the reflection of the specular becomes coarse
The problem has arisen.

To solve this problem, what do we need to do?
We may need to change the drawing order of shadows and speculars
I guess, but I am not sure.
Also, I do not know how to fix it.
