It is a new Lit(PBR) shader, unedited.
I can confirm the specular from lights is now working for me. However the diffuse lighting and reflection from the skybox are incorrect for me. Here's a fresh project example with no lights enabled and gloss set to 1.0. Image is meant to say 1.33, sorry.
Still no reply on this. This has completely halted my work. Can someone confirm to me the specular highlights are actually working on 1.32??

What skybox are you using? The default?
I ask this as the issue isn't noticeable with the default skybox / or skyboxes with low contrast.
