The rotate issue has now been fixed as of 1.16, and the panning issue is not a bug. That's simply because the sprite is panned away, never to be seen again :)
In addition, now that 1.15 is out, you can tag it as a normal, which will make the inspector warn the user is the selected texture isn't a normal map :)
I think, though I'm not sure, they are using the same shader. Try the stuff I wrote above :)
Maybe, that's a multi-pass effect that may be too tricky/time-consuming to set up at the moment
